changing video rate of project changes clip in and out points

Description

I started a project accidentally with a 5 fps video frame rate (I believe
Cinelerra's project frame rate defaults to the last project's frame rate). I
began creating a lot of clips from my raw footage (NTSC DV in Quicktime). When
I was finished adding the clips, I dragged them to the timeline and did a test
render. That's when I discovered the wrong frame rate. I changed it to 29.97
(the same as the raw footage) in Settings->Format.

Now, however, my clips' in and out points are wrong. When I open them in the
Viewer, the original clips are not there.

If I change the settings back to the 5 fps rate, the clips return to their
original state. Should the clips, which I saw as "bookmarks" for the raw
footage, be affected like this by changing the project's frame rate? Note, it
didn't affect the assets in the Media Folder.

I did a diff of a simple 5fps xml and a 30fps file, it looks like Cinelerra is
not updating the STARTSOURCE and LENGTH values in the clips video track based on
the new frame rate.

I don't see this behavior. I tested it this way:

1. New project, PAL, but modified to 5FPS.
2. Load file, append to existing tracks, chose a raw DV file (PAL). Cut some part from it; append same file again, cut out a different part.
3. Save.
4. Change Format to PAL proper.
5. Save again.

The two projects as per 3. and 5. differ as expected. Changing the format didn't let the cuts disappear or change in any way.
